Are 13,900 accounts that are blatantly cheating still not VAC banned?

Recently, the VAC ban website tracked a large leaked database of paid CS cheats from 2019: among roughly 1.12 million Steam accounts in the data, about 727,000 had been banned by September 2026. But 393,771 accounts still have no VAC/Game Ban record, and around 17% of them played CS2 within the past two weeks.

*It’s worth noting that this does not mean Valve had already “detected 390,000 cheaters in 2019 and just never banned them.” This list comes from a leaked database from a cheat provider, and it records the Steam accounts that appeared on computers where that cheat had been installed. That may also include main accounts or other accounts that were never actually used to cheat.
