Skin Talk: Valve Is Restructuring map collections; Could the 2021 Collections Become “Discontinued”?
When you look at the pull-rate data from Souvenir Package openings, some things don’t line up. Budapest 2025 Train Souvenir Package — 70%, Budapest 2025 Overpass Souvenir Package — 68.5%, Austin 2025 Train Souvenir Package — 55.3%, Austin 2025 The 2021 Mirage Collection Souvenir Package — 49%, Austin 2025 The 2021 Dust II Collection Souvenir Package — 45%.There is a 25% gap between the highest and lowest figures, while the price difference is only 16%.Clearly, price alone does not explain this.

Why do different Souvenir Packages vary so much in value? — Consumer Grade (grey) skins
Even from an “intuitive” angle, you might think the The 2021 Dust II Collection Souvenir Package, with the higher ceiling from AK-47 | Gold Arabesque, should have better opening value than the Train Souvenir Package, which has a lower ceiling with AWP | The Prince. But the reality is exactly the opposite: the The 2021 Dust II Collection Souvenir Package produces a huge number of “RMB 0.08” grey Consumer Grade skins, accounting for 80% of its drops, while the newly released The Train Collection starts directly at Mil-Spec Grade (blue rarity), greatly improving the quality of package openings.

Valve adjusts the "internal logic" of collections—reworking collection rarity distributions
In the new map collections Valve released, The Train Collection and The 2024 Overpass Collection, Valve is no longer adding grey-tier Consumer Grade skins to map collections as it usually did. Instead, the pools now start directly from the light-blue Industrial Grade tier, making it “easier” for players to pull valuable skins, which could encourage players to buy and open or redeem more items from these map collections, generating more revenue for Valve through Steam Community Market fees and Armory Pass sales
Meanwhile, from the "old era," map collections that still include "Consumer Grade grey" drops are gradually being rotated out!
The 2018 Inferno Collection → includes grey Consumer Grade skins → removed ✕
The Anubis Collection → contains grey Consumer Grade skins → removed ✕
All map collections that were removed included grey Consumer Grade skins, while newer series have generally done away with the grey tier. That looks less like a coincidence and more like a systematic design shift.
The next collection on the chopping block—older map collections that still include grey Consumer Grade skins?
Among the currently active map collections, only The 2021 Dust II Collection, The 2021 Mirage Collection, and The Ancient Collection among the collection pools with a “Covert skin” still include “grey Consumer Grade” drops. Even with top-end skins like AWP | Desert Hydra and AK-47 | Gold Arabesque in these collections, they cannot offset the drag from the low-end grey skins. These collections could be said to be on borrowed time.
The 2021 Dust II Collection → contains grey Consumer Grade skins → about to be removed?
The 2021 Mirage Collection → contains grey Consumer Grade skins → could be removed soon?
The Ancient Collection → contains grey Consumer Grade skins → could be removed soon?
Once these collections are removed, they won’t return in their original form. The Anubis Collection, Inferno, and Nuke are also expected to receive brand-new collections, with Consumer Grade grey skins removed and the rarity distribution re-optimized, designed from the ground up. Valve could use the next Major Souvenir Package cycle to generate higher returns, drawing more players into redeeming Souvenir Packages and boosting revenue.
A change in just one skin tier is enough to reshape the entire drop structure. When do you think Valve will rework the map collections? By the time the next Major arrives, will Valve roll out a new "The Anubis Collection 2026" Souvenir Package for the reworked, returning The Anubis Collection? Let me know what you think in the comments.~
